Can a US citizen work as a federal employee and as a federal contractor at the same time, if there are no conflicts of interest? Or -- more broadly -- is there an inherent conflict of interest when simultaneously working with an agency and applying to receive grant money from that agency? Or, like most answers, does it depend?
