Finding a Grant Proposal Writer

One of my peers here in the Denver area is applying for a grant in an effort to grow his General Contracting business. He told me that he had to pay $5k+ to a Grant Proposal Writer in order to have a chance at getting the grant he is applying for.
I don't have the $5k readily available, but I would like to apply for a similar program. Does anyone here have any experience or advice for someone considering writing his own proposal? Is it a realistic expectation to hope that a proposal written by a novice, such as myself, could hope to compete with thos written by a pro?
