Can someone point me to applicable regs/statutes, if any, regarding limitations on foreign ownership of a registered small business, which small business is operated as a wholly-owned subsidiary of the foreign company. This is not a special category small business (e.g. women-owned, veteran-owned, etc.)
The small business criteria seems to focus mainly on employee size & revenues (including aggregating with affiliates), but does not appear to address ownership by a foreign company.
In terms of Government Contracting, you can find information about Foreign Acquisition under the FAR (Federal Acquisition Regulations) Part 25. In particular, the section about the Buy American Act may be of interest to you.
