Is everything that is to be sold from Canada into the USA qualify under the free trade act even if the product being sold was made in china?

Gus - My understanding is that you will need to supply a certificate of origin if any foreign parts, components, or raw materials used to manufacture your final produt. You can read more at export.gov - the rules of origin are available on the website here.
