I am also looking into building an assisted living facility in my area
because there is none. There are too many older people waiting to be ready
for a nursing home, and are not qualified but need assisted living so they
don't get hurt from falls, accidents etc. This always creates problems with
their health, and I would like to stop this from happening in my community if
I am allowed to.

Funding for a assisted living facility can come from the government if the agency running the facility is a nonprofit and the facility is run on a nonprofit basis. This does not mean that, as the director of the facility, you have to have some lowly salary. Nonprofit facilities can have well paid directors. Most of the funding for these types of facilities come, not from the feds, but rather from State and City Departments for the Aging or Senior Services. If you decide to proceed as a for profit enterprise, loans can be made available through the SBA sponsored loan program which you can find out about at SBA.GOV. I would recommend that, if you don't have up front investment capital, you consider setting up a nonprofit senior services program (like a Senior Center) which is very easily funded at the local level. This will give you credibility and track record for setting up an ALF.
