We have been online since April 2011 and our page rank is still 0/10. We do not have a budget to buy advertising, is there another way to raise rank faster???

There are 3 things you need to do to rank in Google and gain visibility.
1. Research your keywords (free mini course and User Guide on my Website)
2. Optimize your Website for those keywords (titles, content, tags. etc)
3. Create links to the page you have optimized (ideally a contextual link, so the keyword is the link people see)
Links to your site fro m.gov sites such as this establish the credibility of your Website with Google. The number of high ranking links you have is important, but trust is actually accounts for a greater percentage of Google's ranking algorithm - I think 26% for trust and 24% for number and authority of links.

First of all PLEASE forget about getting high PageRank. It is only a phsychological issue and only 1 factor of over 256 placement factors...
Second focus at your content and be as much social as you can. The next big ranking factor will be Social presence and community approval.
Google updates their page rank at randon times. The last time I checked, I think they were updating their PR databe atleast every quarter. I checked your site and you have a PR of 4 as of 8/13 - so no worried. Page rank as nothing to do explicitly with buying advertising (unless you are buying links - which Google hates). As of late, it is better to have a site with traffic. I would not worry too much about PR
google pr is depends on google and they don't have any fix time. if you want to increase it. please gather high pr links to your website that's the only way

So you don't have to worry about it much. Also, Google updates toolbar page rank only 2-3 times in a year so to see any change you have to wait for next PR update. Recent update was in July 2011.
To increase your web rankings you have to work on several SEO factors. A comprehensive keyword research is critical to target the right market. Another thing to add is that your pr will go up just from posting on a site like this. Anytime you have a backlink to your website from a reputable online presence it will look good in google's eyes.

Page Rank is Google's way of rating a websites importance. Backlinks from related websites to your website topic is important to get this increase. But, most important is the quality of content you have on your website. If your page is a affiliate page or a landing page for an various offers, you can expect to get any page rank at all. If your website is a blog, your social activity, blog commenting on other blogs, guest posting etc. play all a major part in getting your page rank increased.
Always add value in comments you leave on blogs. Make sure you set up a avatar via Gravatar and include a real picture of you so you show the blogger that this is not a spam comment you just posted at his blog.
As rattan explains about black hat seo or automatically building of links it is true, that's a No No! Tough you might find plenty of services which you can use to spread your content to many social media, and also automatic link building software that act in such a way that it will not be noticed by Google as automatically link building as it post content during a long period of time 24-48 hours even longer.
Still only a chosen few know how the algorithm of Google functions and if Page Rank do not longer "play" an important part of this, nobody can't say this for sure. As long as Google gives priority to pages in Google search with high Page Rank I chose to think that it is important to try to get a high page rank. But, do not stress this as it is more important to make sure that you have performed onsite seo to your pages.
Include Meta Title (with less than 60 Characters)
Include Meta Description (with less than 150 Charaters)
Include Meta Keywords (unsure of limit if it is 250 or 500 characters)
But all these three need to be related in some how, and do think of your Meta Description as an advertisement, make sure to add a call to action in that text, as it is that text together with your Meta Title that shows up in the search.
Include your most important keyword in a title H1,H2 and H3 format in your website and have the most important keyword in the first sentence, and last sentence and use it sometimes in your website text, though keep in mind to keep the keyword density between 1 % to 5 %. If you are going to submit articles to Ezine or other services this has to be below 2,5%!

As Terje mentiond, "SEO your pages"... lets hear it again "SEO your pages". Everyone needs to understand, Google and every other search engine doesnt rank just your home page. Every single page of your site has to be modeled around the Titles, Discriptions, H1-3 tags, meta keywords and if you dont have clean urls to begin with your fighting an uphill battle. URL structure has to be search friendly. Keywords in the beginning of the url for the page help as well. If you go to a page on your website and it looks like:
com/id?=avz/topic/732.html then you should really look at getting someone to help you out. Wordpress and Joomla make it really easy to add a plugin and clean up the url structure with ease and it would save you alot of headache in the future.
