Goverment Contracting

Hi,
I have been working on getting my company ready to receive goverment contracts. I have been told that this process should never cost any money, unless you choice to pay for it. Today I received a e-mail saying 'confirm your company's I-9 and E-VERIFY compliance '
Well I have filed 1-9's on all employees already. And I have never heard anything about this when I was registering.
Does the goverment want me to do it again? Does anyone know anything about this?
Of course they want money to do this.
