department and find out who is getting the contracts and offer them your
services. You might also check with gravel quarries.

Without additional information, I tried to do a search that could give me clues in the federal government range and I'm not getting anything that is general enough.

I believe that you and I surmised correctly that the LSBA is for Local Small Business Administration or LOCAL SMALL BUSINESS ASSOCIATE.
