Below is the actual statement from FAR Subpart 28.2 -- Sureties and Other Security for Bonds
28.201 Requirements for security.
(a) Agencies shall obtain adequate security for bonds (including
coinsurance and reinsurance agreements) required or used with a
contract for supplies or services (including construction). Acceptable
forms of security include—
(1) Corporate or individual sureties; or
(2) Any of the types of security authorized in lieu of sureties by 28.204.

The Miller Act requires all Federal contracts over $100K to be bonded. The SIO has some great information that further elaborates on it. See: sio.org/html/miller.html

General and specialty both contractors must register with the Department of Labor & Industries.Registration Law requires 'property owner developers' to be registered and bonded, requires notification of legal actions and judgments, holds contractors liable for hiring unregistered subcontractors, requires a $200 bond to appeal an infraction, requires tree removal and cabinet installers to be registered and much more.
