Hi I have a provider from the middle east, I am US citizen, with legal business papers. We want to corporate, how may my partner be my legal partner without being a US citizen nor resident? Thanks for your help in advance.

Your attorney, who will need to draw up the partnership papers, can tell you
whether it is legal in your state to have a foreign partner. If it is, the
attorney can draw up the papers, both for a partnership and a corporation.
