How do I go about marketing a for profit organization that provides DUI and
substance abuse services such as psychotherapy, group therapy, anger

You need to determine who would refer clients to you - the courts, medical
doctors or others, then contact them and provide your information. In many
states, you have to be pre-approved to provide court-ordered counseling, so
find out the agency from which you need to seek approval and do so.
