There are actually two different issues in your question. Registering a business entity type (partnership, etc.) is not a license. Every business (services included) must register it's entity type with your state or local agency that handles business registrations. Be sure to have an attorney create a partnership agreement for your business, no matter what entity type you choose. You may want to look into becoming a professional limited liability company (PLLC). That will offer more protection of your personal assets than being a partnership. As for professional license, most states license psychologists and counselors. Everyone in your office who works with clients will need to have a professional license.
