Help on starting a tax return business in P.G county in Maryland

I plan to start my tax preparation business in P.G county in Maryland as a sole proprietor (home based), but I don't know what are the requirements for legally starting my business.  Could you please list some steps that I need to do?  And where can I get information about it?
