accommodation for non-family members (your family) are highly regulated at
the local and state levels. Can you partner with your church or another
agency, preferably one that already has non-profit status, rather than going
it alone? You will need a detailed business plan before you attempt to secure
any type of financing.
You might want to visit places like rescue missions and Salvation Army
shelters in your area. Many offer programs similar to what you envision. Talk
with the directors to learn all the details. This is a huge undertaking and
you will want to be fully prepared with no unpleasant surprises.

Jonesboro. Do you have a business plan, model for sustainability through
donations once the shelter is in place. I am not sure how it works with
governments in America and the offer that they might be able to provide a
project like this?
You really have some grand plans for the shelter, is there a model that you
will use to disperse the donated money as required into the different
functions that the shelter will offer?

You are looking for grants and donations.
Are you associated with a church? There are other places in the internet that
provide support for non-profits. They can show you how to start one, how to
help it classify as one for tax deductability purposes, and give you tips for
fundraising.
