Hoping to learn about Govt. Sales

I'm Dennis Bryant, owner/founder of a ~small~ Custom-Fishing-Lure manufacturing company; located in Toledo Ohio. 100% of our products are 'Made-in-America by American Craftsmen'. This April, my company will have been State & Ferderally licensed, for 38 years. Because of the nature & quality of our products, we've always catered to professional & tournament anglers; AND, to the smaller specialty-stores in OH, MI, and IN. We began our presence on the internet in 1993 (www.zaplures.com), and began to expand our sales beyond our primary customer-base.
Over the years, we've also had our products on the shelves in several of the BIG BOX STORES; but discontinued our sales to them, when their 30-day-net contracts, became 6-months-same-as-cash accounts, with 5-Digit balances.
During the last several years, I've tried my level best to learn how I might be able to place my products with ANY type of governmental agency ~ State or Federal (in PX's, Special Services units, DNRs, etc); but can't seem to find anyone at all, that can instruct me how to accomplish that daunting task.
That's the basic reason I'm here ~ hoping to, just MAYBE ~ find someone, or some way, to reach those agencies. Any assistance at all, would be very deeply appreciated!
