Your local government will help with what permits you need - look for your county clerks office. Other than that, to get started - do it one event at a time. Get out there and let your community know who you are and what you can do for them - then deliver - one business or event at a time.

catering is a tough business. you can't work on your own- you must have someone who can deal with the money issues, someone else who organizes everything around the food (dishes, flowers, washing up, shopping for ingredients etc......) you should look into catering sites on the net, example: http://www.dolci.co.il
