How do I find out if my business qualifies for the SBA 7a Loan Program?--Nudist Resort

We live here in Montana, and are working with the SBA to guarantee the loan. However they are saying our business does not qualify because we are a sex industry business type? We are opening a Nudist Resort, and Nudism has nothing to do with sex. However, most people still equate sex with nudity and so is the person we are working with at the SBA.
Many other Nudist Resorts through out the country have SBA 7a Loan Guarantee backing. The lady we are working with at the SBA refuses to look at this. Its a small office and she is the top dog. She wont give me other numbers to contact and I dont know what to do? Does anyone know of any specific SBA guidelines that would support our business plan so we can take it to this lady and show her we qualify?
