I need an assistance in writing business plan and writing proposal.

For writing business policies and procedures, first analyze what is your
business philosophy? What is your business mission? What you wanna get from
these policies and procedures i.e. objectives?
For example when paying your liabilities, you must know what documents
(purchase order, receiving report, delivery voucher, supplier invoice) need
to be required to process the payment by your accounts department? Who will
check and approve the purchase invoices? Who are the signatories etc.
If you know all these, write down it in proper form that can easily be
understand.
