Quality is far better than quantity. I see many sites with few quality backlinks run circles around sites with thousands of poor PR0 and nofollow links for the same keywords in the serps. You can start with writing a few ezines and linking back, blog posting on relevant subjects (google "high pr dofollow blogs"), submit to social bookmarking sites.
