Some company offer free SEM and SEO tutorial for beginners and newbie in web marketing. But some how you should also provide SEO manuals and E books.

That is not realy the question. Of course you spend depending on your budget. But in this days, I think is very easy to learn just about every thing for free.   So now, it's about how much are you willing to invest.

True, this question is not about how much money. It is more on how much time are you willing to spent in learning, since you can basically get the resource material in the internet for free. So the deciding factor is time + effort

As per my knowledge there is no end of learning SME's, because daily there comes something new in this field. As you were asking about how much time everyone spent in learning, it depends on person to person. Hww much he or she has capacity to grasp and understand? There analysis skills, there qualification background, his or her network. All these factors matter in learning and i know there are lot of resource available on internet but how much you do it pratically that is most important. So my suggestion for you is whatever you read or learn, first implement it or do it practically then slowly you will get the skills of learning fast. So intiallaly it will take some time to learn but later on very less effort.
