How to register an IT company (web based)

I am interested into starting an IT consulting company (web based for the first years) that will provide support for security and data bases (and maybe I will have a branch that will deal with mobile platform applications that have to do with security).

I would like to know how to register the company and what procedures are needed.

I want to point out that I am an international citizen (I am studying in the US)
