How to start a "hole in wall" take-out business?

Dear All, I'm planning to start a very small food business with a friend.
Similar to a mobile food truck kind of concept minus the wheels. I'll most
probably rent a portion of a shop for this. The business will most likely be
in Queens county or Downtown Manhattan. I would love to get some advice on
the type of licensing necessary for this venture. There will be no full
kitchen aka deep fryer, etc. Any advice will be greatly appreciated. Thank
you.
