As a Canadian citizen, what steps need to be taken to start a business in the United States? (outside of the normal regulatory bodies any other U.S. citizen must do)

You will need a employment authorization document if you plan to run it from the us. Other than that I don't think you need anything other than what US persons need. Just pay your taxes - including sale tax.

I reside in Canada but would like to operate a business in the U.S. If the business warrants, move in to the U.S.

You need to have a local agent and in some states a local office. I know that in Las Vegas there are companies that can provide both for you for a fee. Just do a google search for 'starting a corporate in Las Vegas'. The owner of millionsaver.com also does business registeration for people from out of state and our of country for a fee.
