Find a SCORE or Small Business Development Center in your area (both are free to use). They can help you with your state's specific requirements as well as provide additional resources to help get your business off the ground.

Just because you are selling something online doesn't mean you don't need a business license. You'll need either a county or city (or both depending on where you are) license. Then it's likely that you won't need a food (or restaurant) license (or inspections) because you're not making meals but you may be subject to other commercial regulations depending on where you're located. Most cities have very helpful websites and offices (after all they want to collect your money). You'll also want to be very careful to make sure your home insurance covers this kind of activity. Setting up anything that produces real items tends to incur a lot more in the way of regulations and taxes whether you do it from home or open up shop somewhere else.   I'd suggest finding a local small business advisor or someone who does a similar type of business and finding out what regulations they dealt with. A local attorney can often advise you on issues you might have too.
