How can I borrow money from the government to start a candy business with out  using the banks ?

Such type of business are not supported by Govt. Better to take a help from your friends or get a loan from some bank. You can lend money from someone.

Forget about government grants or government loans - these programs do not work that way. Your best bet are SBA loans - banks underwrite these loans then the SBA provides a guarantee to the bank. Or, there are other private lending companies that might be able to help you - depending on the amount you need and the use of those funds. But, without more information, hard to point you in the right direction.

I doubt there is Govt funding available for this stype of start up. Normally grants and loans are given from non profit enterprises or for specific industries that the govt wants to support at a given time, such as Green Energy. You're probably going to have to go through the banks for your start up loan. You can take a look at this post if you want to know a little about what you'll need to get a loan.
