Insurance benefits negligence

Hello I need some advice and direction!
Through my works insurance my boss has set up a debit card system where funds get taken from our weekly check which he matches and which he is supposed to make monthly deposits.. We are supposed to gain interest with this plan and every month there are maintenance fees. I have been on this plan going on 4yrs! In this time frame he has made 5 deposits and they do not equal up to how much monies are supposed to be in my account and everyone else who is on this program. This program was set up so we didn't haqve to spend money out of pocket when it come to any medical bills. I have spoken with him numerous times and he has lied to all our faces about when he is going to deposit funds and to this day will not fund the accounts. I happen to work for a small family owned business where trust me the family works all around me. At one point he didn't make a deposit for over a year and a half. I have been put on collection b/c of hospital bill where my deductible wasn't up to par, I have had multiple dental issues where I couldn't go b/c I didn't have the money, I owe the local MD Now money B/c of the same reason my account wont be funded. To this date he owes my account roughly $4,000 dollars and I am scared to do anything b/c I don't want to lose my job. Everyone at my job knows of this issue, peolpe have told my boss what he is doing is illegal and he still does what he wants. I'm tired of putting my health in danger and I don't know if I can sue him with out losing my job or causing trouble. I have all my account statement, emails to him our President and our office manager asking for our accounts to be funded.
Who can I go and talk to to see if how I can handle my issues??
