If you're operating at a very small profit I don't think anyone will bother you about licensing rights.  If you open a bigger operation then you will definitely need some legal advice.

This is a new type of business i have come across, nothing illegal about renting out the console with the games. Just make sure you have good fall backs in place with agreements if the console is broken or game are scartched etc.    Not entirely sure if any insurance companies will offer this service, best to ring a few and find out.

I am not sure how lucrative your concierge practice is, but renting consoles could be quite profitable. You could shift your focus in that direction. I am sure you would not be receiving any letter from game companies until you start making millions, and have a few offices, but if you truly want to turn this into a long term business, you should definitely read the Terms document included in hardware at purchase or contact a lawyer.
