Internet retail partnership, in two states.

My friend and I have decided to start an online business selling pagan items, our crafts, and so on. The biggest problem is, I live in Wisconsin, she lives in Texas, so we don't know what to do about a lot of the like, permit and taxing issues.
Do we both need to get one from our individual state? There is no "main office" location or that kind of thing. We're each working from our home. We both move fairly often and will move yet again before the year is out, and I can't seem to find any information about this!
What are we supposed to do?
Neither of us have worked before so there's no tax information or anything like that.
I'm in Wisconsin, she is in Texas, and we intend to do everything online. What permits do we need, what forms do we need to fill out, what fees need to be paid?
I am completely lost and my state's website is absolutely no help whatsoever. Can someone give me an idea of where to look or how I should go about this?
