I am trying to figure out how to get contracts or subcontracts to place mental health professional in California. I have an FSS contract but seem to be going in circles. Any help out there?

Hello, and welcome to business.gov. We have a CA state portal site that has resources for registering as a contractor, but your question may be geared more towards private placement.
This may be a good place to start, however.
