I calculate wage levels using position importance and skill requirements as
criteria. For example, based on your industry there will be core skill sets.
In the world of business it required that you must know Microsoft Office such
as Word and Excel.
If the job is food service then you can calculate how much experience you
need. The lower the wage, the more training required.

research my industry position and see what skills others in MY community or
geographical area are paying. The area/location often makes a difference.
If you are looking for entry level people with a certain skillset perhaps
locating a trade school or local college board may be the way to go. This way
you can get new hires in with the skillset your looking for without the large
salaries to begin with.
I have found several good candidates by going this route.
