If the contract is from the Dept. of Veterans Affairs, make sure you
understand the solicitation provisions and contract clauses at VAAR
852.219-10. The rules for VA solcitations are slighty different than SBA's
primarily with SDVO SB eligibility. Percentage of performance language is
almost identical. Also, if you are teaming or have a joint venture with
another company, make sure you meet the small business size standards rules
found at 13 CFR 121.

Hi, The rules can be found under the Code of Federal Regulations, Title 13 (Part 125).  If you are reselling a product of a large business, it might be found on the non-manufactures waiver listing.  Or if you are selling a product from a small, or other than small business and only fronting for them as a SDVOSB, read 13 CFR 125.6 on prime contractor performance requirements (limitations on subcontracting) from the link above. On an SDVO set-aside service contract, the prime must perform at least 50 percent of the cost of contract performance incurred for personnel with its own employees or those of SDVO subcontractors. 13 CFR 125.6(b) An SDVO SBC prime contractor can subcontract part of an SDVO contract (as defined in § 125.15) provided: (1) In the case of a contract for services (except construction), the SDVO SBC spends at least 50% of the cost of the contract performance incurred for personnel on the concern's employees or on the employees of other SDVO SBCs.
