Legal structure and Licenses needed for Racquet Sport Club with cafeteria

Hello,
I am investigating the possibility to open a Padel Club in San Diego, CA. Padel is a racquet sport which is very popular in Latin America and Europe but not yet in US.
I would offer Padel courts rental, Padel lessons, a small store with Padel related articles and a cafeteria offering snacks and drinks and, potentially, meals.
I would like to know what is the best Legal Structure for this business and, on the other hand, understand how to find which licenses are needed (as the business includes sport facilities rental, training, a retail store and a cafeteria/restaurant).
On the other hand, do you know if there is any government service where I can find somebody to help me with this? I have been reviewing the links you recommend but it is being difficult for me to find the answers to my questions above.
