My cousin wants to start a business delivering alcoholic drinks (beer, wine and liquor). Since he's not serving drinks in an established place, is there a need for a state license?
Alcohol, taken from personal experience, is perhaps the most regulated business in the Unites States and each state has its own unique laws because of Prohibition.
You need to contact your local alcohol-beverage-control office and talk to them about the exact specifics. In some areas all of the available licenses are already taken, so you would need to buy a prexisting licensed business or look in a slightly different area.
Be ready for a 6 month process in many states (or longer) along with fairly extensive credit and background checks.
As an aside, it's easier to ship guns and ammunition then wine!

The sale of alcoholic beverages in any form is highly regulated. It sounds as though your cousin wants to be a beverage distributor. As such, he will probably need a permit to purchase the alcohol by the bottle or keg. Your state liquor dispensory or alcohol beverage control board can tell you what is needed.
