I am a newly self published author and have purchased my books from the publisher to have on hand.  Lately, more and more want to purchase the books.  What type of license will I need?  I am from South Carolina.

Do you want to start a business or just sell the books you have? If you don't anticipate publishing another book in the near future, you may not need to register as a business. You will still need to obtain a temporary sales tax permit and collect tax if your state has sales tax. You would report your income from the sales on your personal taxes as 'Other income.'
