marketing photo frame and mailer to armed services

We have manufactured a unique photo frame that can display a 4'x6' picture on one side and a 4'x6' service on the other side.  The frame comes with a mailer for mailing back home.  HOW DO WE GO ABOUT MARKETING THE frames TO WHOEVER TAKES PHOTOGRAPHS OF SERVICE PEOPLE ESPECIALLY THOSE GRADUATING FROM BASIC TRAINING?
