Medical Benefits Allowance California - If coverage declined...

Our company (in California) offers a certain dollar amount towards medical benefits each month based on an employee's status (full or part time). If an employee declines coverage does the company have to pay them the allowance as a wage (similar to vacation days)? Along the same lines, if an employee chooses benefits that cost less per month than the monthly allowance, does the company have to pay the employee the difference? Has anyone been in this situation or have a resource I can consult?
