Mentor/Protege Program

When a large and small company team to bid on a government contract the small business is required to perform 51% of the work. With the Mentor/Protege program I have always heard it eliminates the required 49/51% split of labor. However I have never found that written anywhere. I am familiar with the requirements and processes to establish the different mentor/protege agreements.
What I am looking for is a specific reference addressing the division of labor under a mentor/protege program that I may have missed or is it assumed there are no division of labor requirements because it is not addressed anywhere?
