When a large and small company team to bid on a government contract the small business is required to perform 51% of the work. With the Mentor/Protege program I have always heard it eliminates the required 49/51% split of labor. However I have never found that written anywhere. I am familiar with the requirements and processes to establish the different mentor/protege agreements.
What I am looking for is a specific reference addressing the division of labor under a mentor/protege program that I may have missed or is it assumed there are no division of labor requirements because it is not addressed anywhere?

According to Title 13 part 124 an 8(a) small business and its mentor may bid on government contracts as a small business to include 8(a) set asides and sole source under the Mentor/Protg Program. Title 13 part 126 allows the same for HubZone companies and their mentors. Being able to bid as a single small business does eliminate the required division of labor required as part of a normal teaming agrangement. However, Title 13 part 127 does not address the Mentor/Protg Program for women owned small businesses. Title does not have a part specifically addressing SDVOSBs, but they are discussed in Title 13 part 125. Once again the Mentor/Protg program is not addressed. DFAR does state that a WOSB and SDVOSB can participate in the Mentor/Protg program, but does not address how the mentor and protg companies may bid for contracts jointly. So the question remains, can a SDVOSB or WOSB participating in the Mentor/Protg program bid on government contracts jointly as a small business in the same way an 8(a) and HubZone can?
I was unable to find an answer for you on SBA's website. I would suggest that you contact your local SBA district office to speak with someone who is familiar with the program's rules.

Public Law 108-375 Oct. 28, 2004 Sec. 842 extended the mentor protege program to Sept 30, 2010. Does anyone on know if this program has been extended any again?
