Generally speaking, at the federal level in regards to the SBA 8(a) business development program, individuals from the following groups are 'presumed to be socially disadvantaged' minorities:
African American business owners
Hispanic American business owners
Native American business owners
Asian American business owners
Individuals who are not in these groups might also qualify as socially disadvantaged minorities at the federal level, but the Small Business Administration will require proof of 'social disadvantage' to allow participation in the 8(a) program.
At the state level, most states recognize women business owners as minorities, but this minority status does not carry over to the federal level.
