your research. You will need a comprehensive business plan. As you do the
research for it, you will learn about all the regulations and licenses
required by restaurants - many, many. As BMT mentioned, the government
doesn't give grants to for-profit businesses. You will need to obtain a bank
loan and that will be nearly impossible at your age and with a limited credit
history.
Your best bet may be to seek employment in a restaurant and learn everything
you can about the business. Then, when you have saved some money and
established a credit history, you can begin work on your dream.

individual companies - just does not happen. If it did, everyone in this
country would be claiming to be in business for themselves. Grants and
government loans just do not work that way.
If you are serious about starting a business - then start by writing a
business plan and as you sort out your b-plan, you can begin to look for ways
to bootstrap those items that you need to finance.
Best of luck to you!
