Is it lawful to have 2 fee schedules? Can a clinic charge 1 fee for clients who do not have insurance and another fee for clients who do have insurance coverage. Can you send me the law that states whether this is allowed or not?

From the information in your profile it appears that you are in Wisconsin. Wisconsin allows sliding scale fees which means that low income individuals and those without insurance have access to medical services at a reduced cost.
Please check the Wisconsin Department of Health website for more information and resources for these Primary Care Programs.
