I am considering adding blu ray and dvd rental to my established electronics rental store. Can anyone tell me what and if I need permits to rent those so that I do not violate any copyright laws?
If you ask me then I will say 'You need permission from the copyright owners' else they may sue you too. Because generally DVD are meant for personal viewership.
It is better to consult a small music or movie recording company before. All the best for the business :)

I am not an expert on copyright laws, but I would suspect that you may need to pay certain royalties to the copyright holders if distributing merchandise.
