This seems like a growing business I know that I agree with the comment about the service is had to locate. I have tried to find such services in FL for my parents and it is difficult.
You need to provide more information pertained to the exact location of your business and its would be features. You have just posted in a vague manner and this is the reaosn why we are finding it extremely difficult to offer you a sound solution to this problem.

Every county and state has licensing and permit office. I would recommend that you go there. This will save you time and fees because online services will charge for their time. Also approvals will be a lot quicker since the most of the online services sent the forms out by mail.
I have a friend who is also doing non medical home health care and the hardest part for her seems to be in reaching the market. People are not sure what to call the service. She runs into people who always think she does diaper changes etc when in reality she is running errands, completing medical forms, accompanying the elderly patient to the Doctors appointments etc.

Couple of suggestions -
Your state will have license requirements - but the real money in this segment is Medicare and Medicaid - contact those offices and see what their requirements are.
You can also contact a SBDC in your area - they can help you research your local requirements - part of the SBA and is free to use.
Contact other non-health providers and ask them what they did.

I have relied on SCORE in the past in starting up businesses from scratch. Virtually all major metropolitan areas will have a SCORE office. If you don't have one in your community, go online and merely search for 'SCORE.'
They assist with development of your business plan, an essential element in obtaining start-up capital, investors, etc., state/local requirements, resource material, and much more! All first-time business owners owe it to themselves to check with them. They will find representatives, in most instances, who are familiar, at least tangentially, with the industry in which you intend to start your business.
