Hi there wesmootch. In general, most clothing and textile products commonly used in a household are covered by the labeling requirements. However, according to the Federal Trade Commission's website, toys are not covered by the Textile Act's label requirements so I believe you do not need a Registration Number on the labels. Even if you feel that your dolls fall under the Clothing and Textile Act, You don’t need to get or use a Registration Identification Number (RN) to do business; the RN is simply another way to identify your company on labels, instead of using the full company name. As your company grows, you may find that some companies will require you to have an RN in order to do business with you. It sounds as though you've done most of the research for starting a business. Let me remind you of the Permit Me Tool on Business.gov. You'll find a listing of federal, state and local permits, licenses, and registrations you'll need to run a business.
