Advertising is a deductible expense. It is line 8 on schedule C. Google is not who you ask for tax advice. Whether it is sales tax or income tax.
Any professional consulting is tax deductible to a business, such as SEO/SEM, tax, legal, marketing, advertising, engineering, etc. A foreign entity would have to check with their country.
How about SEO services, if specific ad content is not paid for?
If it is deductible, are there any tax implications for a US citizen/business using a foreign firm, rather than an American entity?
Well I think Google already adds taxes to its Ads price and offer final price to the Advertisers.
But if you are a publisher then if your earning is very good then you need to pay too.
Better confirm with Google.
