Opening a business in The US being foreigner with an E-2 visa sponsored by an american company

Hi, I'm from Spain and currently a US resident since march 2011. I hold an executive position in the US branch of a spanish company and I'm planning to spin-off and set up my own business (women owned) focused on federal contracting.

Am i eligible to register a new company myself? Does it help to have an E-2 visa in place, or it doesn't count at all as it is tied up to the company which sponsored me? I'm planning to set it up in Virginia. Could you please provide me information/guide to start my first steps? The business would be in the IT consulting arena.
