I am about to open a mechanic shop in Lufkin, Texas. I would like information on the license requirements, and the regulations; as well as regulations of the disposal of waste products from the automobiles. Thank you for your time.

If you are interested in becoming a state-certified inspector or inspection station, check out this page on the TX Dept. of Public Safety website
For hazardous/industrial waste, these resources should be helpful for you, on this page on the TX Comission on Enviornmental Quality.
It doesn't appear that there are any other specific permits for mechanics, but I would still check this list from Texas's Online Portal that lists all permits issued by Texas government agencies.
