I am confused about where to 1st register my business. Since its overseas the
Ministry of ed gave me details of what is needed, but how do I get the grants
and private resources that I'm seeking. Do I register my business in America
first, or can I do it in both places? Help!

U.S., you register in the state in which you live, even if you conduct
business entirely online. You also pay taxes in the U.S. If you are located
in another country, then you need to register your business according to the
laws of that country.
If you do not have a U.S. business, then financial resources in the U.S. will
be limited, if available at all. There are virtually no grants available to
for-profit businesses.
