While the express program is a great program, it is not a program for all businesses.  Do you mind if I ask why you are seeking a loan?  There are many ways to fund a business and if the express program does not work for you, please let us know your situation and we might be able to provide some insight on how you could receive funding or at the least what you might be able to do to actually qualify for the express program.
