Does anyone know where I can find what certification, regulations and licensing are needed for a personal chef business? I am specifically interested in baby food. this business is in Massachusetts

Some state and local governments classify a personal chef as a catering business, and catering businesses are further classified as retail food establishments. This means that any regulation that applies to a retail food establishment also applies to you as a personal chef.
In Massachusetts, retail food establishments are licensed and regulated by local health departments. So, I recommend starting there.
Check out this list of Mass. Boards of Health to get contact information for your local health department.
Also, depending on the answer you get from the Board of Health, you may want to consult the Massachusetts Retail Food Regulations page.
