Purchasing - receiving laws

Hi,

My name is Mike. I'm a purchaser for a large company.

I purchase about 1.5 million u.s. dollars worth of machine parts that supports the production function of the company. Is it legal for me to RFQ, release the P.O.'s without additional approval, receive the items and issue the items to employee's and depts. I heard a purchaser cannot also be the receiver.
